Türkiye'de Düzey 3 Bölgesi Kamu Yatırımları Etkinliğinin Veri Zarflama Analizi (Vza) Yöntemiyle Ölçülmesi: Aydın, Denizli ve Muğla İlleri Örneği

Abstract

Bu çalışmanın amacı, 2015 yılında Türkiye'de illere yapılan sağlık, eğitim, ulaştırma-haberleşme harcamalarının etkin kullanılıp kullanılmadığını Veri Zarflama Analizi (VZA) ile tespit etmektir. Türkiye'deki illerin etkinliklerinin incelenmesinde CCR modeli ile BCC modeli kullanılmıştır. Her iki modelde de çıktı odaklı analiz yapılmıştır. Yapılan çalışmada Türkiye'nin illeri açısından genel durum gösterilmiş olup, seçilmiş Aydın, Denizli ve Muğla illeri bağlamında kaynakların daha etkin kullanımı amacıyla çeşitli önerilerde bulunulmuştur. Sonuç olarak çalışmada kullanılan değişkenler doğrultusunda Muğla ili her iki model (CCR- BCC) açısından da %100 etkin çıkmıştır. Aydın ili, CCR modeline göre %56, BCC modeline göre %99 etkindir. Denizli ili ise CCR modeline göre %61, BCC modeline göre tam etkindir (%100)

The aim of this study is to determine with Data Envelopment Analysis (DEA) whether health, education and transportation-communication expenditures made in the provinces of Turkey in 2015 were used effectively. CCR model and BCC model were used in analyzing efficiencies of the provinces in Turkey. Output-oriented analyses were performed on both models. In the study, the general situation is shown in terms of Turkey's provinces and various suggestions were made in order to use the resources more effectively in the context of selected Aydın, Denizli and Mugla provinces. As a result, in line with the variables used in the study, Mugla province was found 100% effective in terms of both models (CCR-BCC). Aydın province is 56% efficient according to CCR model and 99% efficient according to BCC model. Denizli province is 61% efficient according to CCR model and 100% efficient according to BCC model
