Kamusal Hizmet Sunumunda Blokchaın Teknolojisi

Abstract

Değişen ve dönüşen dünyada bireylerin teknolojinin hızına ayak uydurabilmesi kadar özel sektör ve kamu sektörünün de ayak uydurması önemlidir. Teknolojinin yardımıyla özel sektör ve kamu sektörünün sunduğu hizmetlerde dönüşümün sağlanması kaçınılmazdır. Özellikle bilgisayarın ve internetin aktif kullanımıyla birlikte oldukça zor gibi görünen pek çok hizmet kolayca sunulmaya başlamıştır. Bunu kolaylaştıran faktörlerden biri de "blokchain" teknolojisidir. Bu teknik bilgisayar ve internet kullanılan alanlarda hizmet sunumunda belirgin değişimler yaratabilecek potansiyele sahiptir. Çalışmada "blokchain" teknolojisinin kısa bir tanımı yapıldıktan sonra teknik olarak nasıl ve hangi prensiplerle işlerlik kazandığı anlatılmaktadır. Ayrıca bu teknik kullanılarak kamu sektörünün hangi alanlarında değişim yaşanabileceği üzerinde durulmuş ve ortaya çıkabilecek olumlu ve olumsuz hususlar değerlendirilmiştir.

In the changing and transforming world, it is important for the private sector and public sector to keep up with the pace of technology. With the help of technology, it is inevitable to provide transformation in the services provided by private sector and public sector. Especially with the active use of the computer and the Internet, many services that appear to be quite difficult have begun to be easily presented. One of the factors facilitating this is the blockchain technology. This technique has the potential to create significant changes in service delivery in areas where computers and Internet are used. In this study, after a brief description of "blokchain" technology, it is explained technically how and with which principles it works. In addition, by using this technique, it is emphasized which areas of the public sector can be experienced and the positive and negative issues that may arise are evaluated.
