Yerel Yönetimlerde Etkinlik ve Etik

Abstract

Türkiye'de yerel yönetimler genel olarak verimli bir biçimde, hemşehri taleplerine uygun ve kaliteli hizmet üretememektedirler. Bu sorunun çok sayıda nedeni vardır. Ancak yerel yönetimlerin çağdaş yönetim tekniklerinden yararlanmaması bu olgunun başlıca nedenlerinden bir tanesidir. Yerel yönetimler kısıtlı olan mali kaynaklarla daha iyi ve kaliteli hizmet üretmek için mutlaka çağdaş yönetim tekniklerinden yararlanmak zorundadırlar. Çağdaş yönetim anlayışına geçiş sürecini başlatmak için ise, örgütsel yapı, personel politikası, yönetime katılma, hizmet standardı ve kalitesi ile planlama konularının yanında, etik yönlü bir zihniyet değişimi yaşamak durumundadırlar. Etik kuralların yerel yönetimlerde egemen olması, onları bozulmalara, yolsuzluklara ve aşırı siyasallaşmaya karşı koruyacaktır. Bilimsel anlayışa uygun bir yönetim yapısı ile bu yapıyı bütünleyen bir yönetim ahlakı yerel yönetimlerin çok daha etkin olmalarına ve verimli çalışmalarına yol açacaktır.

Main argument of the article is that the local governments in Turkey can not provide services efficiently, qualitatively and as corresponding to the citizens' demands. There are so many reasons of the problem. But the author has pointed out the importance of using contemporary techniques as one of the main tools for solution in existing situation of the administration of local governments. The local governments with their scarce financial sources, must employ the techniques to provide better and more qualitative services. But, to initiate a transition process towards contemporary managerial understanding, the local governments have to experience a change in their organisational structures, personnel policies and in participation, service quality and standards, planning issues as well as ethical mental directions. Ethical rules and principles must be given importance to overcome spoils and heavy politisation. So, the article has reached a conclusion that an administrative structure formed in accordance with scientific understanding and, an administrative ethics which complement the structure will lead more effective and efficient local governments.
